Fine after fine

Some one of this bike owner had fines after fines.

It had been parking there for months and yet, no one is doing anything at all. Does the attendant know what to do next? Why can't they lodge a report after seeing so many fine tickets put on this bike.

Initially, the bike had been put on lot, then pushed away because other people wanted the lot, and then, it had been pushed back to the lot.

Frame is broken. Is this a stolen bike or what?
